I'm lumping your questions because I have a related answer for both.

How does one use iv3d with ascii data?
Not currently possible; write a converter.

Is there a C source code or library to write a UVF file from an

array?
I just recently finished some documentation which basically answers
everyone's data import questions. I attached a PDF version of it.
Sadly, the one incomplete section is the part on writing out UVF files.
As a one sentence overview: copy the UVF/ subdir into your project &&
use it to create RasterDataBlocks. If you want to follow up on this,
I'd ask that you do so on the tuvok-developers ML.
This doc is a bit preliminary. I didn't want to expose it to users
until version 1.4, because some of the interfaces it refers to are only
available in development copies of IV3D. Nonetheless, a significant
portion is relevant.
