McKay noticed that we had forgotten the LICENSE file in prior releases
and added the file to the toplevel directory in the CVS repository.  It
will go out with the 1.20 release within the next week and subsequent
releases.  Sorry about that oversite on prior releases.

The license at the bottom of this message appears to be the right one. 
FSF's assessment is valid but it does not mention just how much trouble
was involved in getting even that level of openness agreed upon by the
parties involved.  Since then the license has proved to be an impediment
to the widespread adoption of BioPSE such that there is likely to be
another round of license talks towards a BSD license.  However that
process does not have a guaranteed outcome and is not quick.
