Thank you for your help Michael. I run the command (TextToHexVolField poly60.hv.pts poly60.hv.hex poly60-new.hv.fld) from the command line in the directory where TextToHexVolField.exe is and then it worked.

The most likely cause is that we did not test on a filesystem with
spaces in the path and those need to be quoted.  You should be able to
work around it by copying the source file to /tmp first.
