The limits for Seg3D are essentially as much memory as you have on your
machine.  This number should be much larger than the 11MB for your file.

The error you are seeing is just a generic "file open failed" that is
printed when the ITK file reader fails.  Seg3D doesn't currently do a
great job capturing the ITK error and presenting it to the user in a
useful manner.  I believe it spits the message out to a console if you
happen to run Seg3D from there.  Otherwise make sure you can open the
file with other programs (ie check permissions) and that the file isn't
corrupted.
