hello,
Is it throwing an error?  you might try https://gforge.sci.utah.edu/svn/Manta/trunk which is the current repository address and it seems to be working fine I just checked.  Have you used svn much in windows before?  TortoiseSVN was a pretty good program the last time I was using windows.
