[Seg3D] mouse/key mappings for viewer interaction

It would be helpful to be able to reprogram the mouse buttons in preferences.

Using different viz packages, they implement the rotations, translations and scaling differently.

Setting these as preferences would make it easier for users to move back and forth between packages.
