Hi Gordon,
it doesn't need to be, but it is useful. The build.sh script might try
to download dependencies on the fly and you need write permissions
etc.
Your problem stem froms the fact you attempted installing scirun,
which as Ayla pointed out is not supported, at that point your
bindings for Tcl/Tk were to the system one.
However, those are provided in the local scirun folder and those are
the correct version to bind!

If you need to share scirun with multiple users it is still possible
and relatively easy. Let me know if need more info.
